The Electrical Contractors' Association (SA) is a voluntary industry body whose members are vetted, a useful extra assurance but not the legal registration itself. Check whether they're an ECA(SA) member, and always ask for a valid CoC.

In South Africa, electrical work must be signed off with a Certificate of Compliance (CoC) issued by a registered person. Insist on the CoC, and for plumbing look for PIRB or IOPSA registration, because without a valid CoC a future home-insurance claim can be refused.
For a new home or major structural build, the builder must be registered with the NHBRC (National Home Builders Registration Council) and the home enrolled before construction. Check this before you pay a deposit.
